2006-07 SOCCER RULES

EXAMINATION PART II

 

Field of Play (Rule 1)

1.     The referee notices that the two penalty area lines drawn at right angles to the goal line are 18 yards from the midpoint of the goal line.

       F  1-2-6

2.           Goal posts must be padded.  F  1-4-1

3.     The home team has painted the goals in its school colors. The referee informs the home team's coach that this is illegal because soccer goals shall be white and to correct it before the next contest. This is correct procedure.  T  1-4-1; 5-4-1-b

4.           The required minimum distance from the touchline to the players' area is 10 feet.  T  1-5-1

5.     Prior to the game, the host athletic director determines the field is unsafe for play and cancels the game despite the protests of the coaches and officials. This is correct procedure.  T 1-7-1

 

The Ball (Rule 2)

6.     When inspecting the game balls, the official determines that the home team has only one satisfactory game ball. The official may choose two additional game balls offered by the opposing team.  T  2-1-1

 

The Players and Substitutions (Rule 3)

7.     Due to transportation problems, Team A is able to field only nine players at game time. The head referee may allow the contest to start.

       T  3-1-2

8.           Team B is playing with seven players when the referee notices B2 is playing with a nosebleed. The referee shall send B2 off the

field and terminate the game since it cannot be played with fewer than seven players.  F  3-1-2 Exception

9.           Player Al4 scores a goal. Even though her name is not on the roster submitted by her coach at the start of the game, the referee

allows the goal.  T  3-1-3

10.   Team A has been awarded a goal kick. The referee allows Team B to substitute six players who had already reported to the scorer.

       T  3-3-2-a

11.   Cautioned Player A4 leaves the game and is not replaced. On the next stoppage of play that is not a legal substitution

opportunity for Team A, A4 requests to re-enter the game. The referee allows A4 to re-enter.  F  3-3-2-c-2

12.   Player A leaves the field with blood on his uniform and is not replaced. Player A cleans the blood from his uniform and at the

               next stoppage of play requests permission to enter the field. The referee permits him to re-enter. This is correct procedure.

13.    During the time the coach is permitted on the field by the referee to attend to an injured player, coaching instruction shall not

be given to any player on either team.  T 3-3-2-b-1

14.    Team A elects to play short after A6 is injured and removed from the field. At the next free kick to be taken by a Team A player, A10 wishes to enter. The referee should allow the substitute to enter the game.  F  3-3-2-b-2

15.    Either team may substitute an unlimited number of players when a player from either team is cautioned or disqualified, provided they have checked in to the scorer prior to the dead ball situation.  T  3-4-1-d

16.    Either team may substitute an unlimited number of players from the bench when a player is required to leave the field because of communicable disease concerns.  F  3-3-2-e

17.    Team A is awarded a throw-in. Team B substitutes may enter even though Team A does not have a substitute.  F  3-3-3

18.    Team A and Team B substitutes are at the scorer's table when Team A is awarded a corner kick. Both Team A and Team B players may enter the game.  T  3-3-3; 3-3-4

19.    The referee awards a throw-in for Team B. Before the ball is put into play, the coach for Team B sends a player to the scorer's bench for entry into the game. The referee does not allow the substitution.  T  3-4-1-d

20.    Team A is winning and repeatedly substitutes to consume time. The official shall order the timer to stop the clock and notify the offending team's coach that continuing to substitute in this manner will be considered unsporting conduct.  T  3-6-1

Player Equipment (Rule 4)

21.    In the fall of 2007, a referee inspects shinguards on a player that appear too small. The referee determines that the shinguards

         do not have the NOCSAE seal. The player may play, but the official must first report this to the coach.  F  4-1-1

22.    Players are required to wear shinguards that are age- and size-appropriate.  T  4-1-1

23.    The visiting team has illegal uniforms. The referee must notify the state association following the game.  T  4-1-1-i

24.    The home and visiting team goalkeepers are dressed identically. The referee allows them to participate.  T  4-1-1-j-2

 


 

25.    A player on Team B wears a pair of soccer shoes with metal cleats. The referee inspects them and finds them to be safe. The

         player may play wearing the shoes.  T  4-1-1k 

26.    If visible apparel is worn under the shorts, it shall be of a similar length, all alike and of a solid color.  T  4-1-1f

27.    Team A's jerseys have a legal manufacturer's logo on one sleeve and "Power Brand" on the other. Since "Power Brand" is not a

         logo, the referee shall permit players to wear the jerseys and is not required to file a report with the state association. 

         F  4-1-1-g

28.    During the game, the referee observes that Player A3's knee brace has been torn, exposing bare metal. At the next stoppage of

         play, he informs A3 that she must leave the field of play and may not return until the brace is declared legal.  T  4-2-1-g

29.    All knee braces are illegal and cannot be worn.  F  4-2-1-g

30.    Head, arm, thigh or hip pads containing sole leather, fiber, metal or any unyielding materials are illegal even if covered with

         soft padding.  T  4-2-1-b

31.    Player A has a broken cheek bone and is wearing a protective face mask made of hard material molded to the face. She

        presents the referee with a release from her parents and school athletic director. The referee shall allow her to play.  F  4-2-8

32.   The rule book does not stipulate that coaches bear any responsibility for their players being properly equipped.  F  4-3-1

 

The Officials (Rule 5)

33.    The state high school association determines that only the diagonal system of control may be used for games. Coaches at the

         game site demand the dual system. The officials work the diagonal system of control.  T  5-1-1-Note

34.    While inspecting Team B's equipment just prior to the start of play, B1 is verbally abusive to the official. The official cannot

         caution or disqualify B1 until the game officially begins.  F  5-1-2

35.    The head coach of Team A is busy filling out the lineup card and instructs her assistant coach to attend the pregame meeting

         with captains and the referee. This is permitted in the rules.  F  5-2-2-d

36.    The assistant referee, having been waved off by the referee after signaling for offside, continues to signal the offside. This is

         correct procedure.  F  5-3-1-j

37.    The head referee may suspend or terminate the game when spectators enter the field and disrupt play. This is correct

         procedure.  T  5-3-2-e

38.    The head referee declares that the match must be terminated since the stadium clock has become inoperable.  F  5-3-2-f

39.    The referee, seeing the assistant referee's flag for offside, waves the flag down as the ball goes directly to the goalkeeper. This

         is correct procedure.  T  5-3-2-h

 

Ball Holders, Timer and Scorer (Rule 6)

40.    After time has been stopped, the referee whistles for play to be resumed. At that point, the timer restarts the clock. This is

        correct procedure.  F  6-2-3-a

41.    The home school has provided an official timer whose wristwatch is not visible to table officials. This complies with the rules.

         F  6-2-2

42.    The official timer shall start the clock when the head referee blows his whistle to start play.  F  6-2-3-a; 7-4-2; PR 7-4-2 Sit 

 

Duration of the Game and Length of Periods (Rule 7)

43.        The referee awards a penalty kick to Team A with three seconds left in the game. The keeper saves the penalty kick, but

         deflects the ball directly back to the kicker, who kicks the ball again into the goal before time expires. The referee awards a

         goal.  T  7-1-4; 14-1-5; 14-1-6 

44.    The home team coach asks for a 20-minute halftime interval for a parent appreciation ceremony. The visiting team's coach is

         opposed to this and insists that the interval be only 10 minutes. The referee shall not allow a 20-minute halftime interval. 

         T  7-2-1

45.    By mutual consent, coaches may supersede the state association's overtime procedures for regular-season games.  F   7-3-1

46.    At the end of 80 minutes of play during a regular-season game, the score is tied and the referee informs the opposing coaches

         that two full overtime periods of 15 minutes each will be played. This is correct procedure.  F  7-3-1 Note

47.    Team A is awarded a penalty kick. The timer stops the clock after the referee gives the proper signal to do so. This is correct

         procedure.  T  7-4-1

 

The Start of Play (Rule 8)

48.    Team A kicks off to start the game. Player A2 kicks the ball backwards to player A3. The referee stops play and awards an

         indirect free kick to Team B.  F  8-1-3

49.    After a kickoff, the kicker may not play the ball until it touches another player.  T  8-1-4

50.    On the kickoff, the ball is kicked and hits the knee of a Team B player. The ball then rebounds directly back to the Team A

         player that kicked off, who then kicks the ball to a teammate. This is legal.    T  8-1-4

 

Ball In and Out of Play (Rule 9)

51.    Player A passes the ball, which hits the referee and travels out of bounds over the touchline. The referee restarts play with a

         throw-in by Team B.  T  9-1-1; 9-1-2-b; PR 9-1-2 Sit A

52.    An official shall sound the whistle to restart the game after a substitution.  T  9-1-3

53.    When the ball is dropped by an official, all players, other than the two opposing players, must be at least 10 yards from the ball.

         F  9-2-3

54.    In a drop-ball situation, the referee instructs the two opposing players to allow the ball to hit the ground before they play it.

         T 9-2-4


Scoring (Rule 10)

55.   Goalkeeper A1 catches a shot on goal by Team B. In preparing to throw the ball to a teammate, Goalkeeper A1 slips and drops

        the entire ball across the entire goal line and between the goalposts. The referee shall award a goal to Team B.  T  10-1-1

56.    Player A2 kicks off and the ball travels directly into Team B's goal. The referee shall award a goal.  T  10-1-2-a

57.    A goal kick is taken by Team B and the ball, untouched by another player, goes into Team A's goal. The referee shall award a

        goal.  T  10-1-2-c

58.    Team A takes a corner kick and kicks the ball directly into Team B's goal. The referee shall award a goal.  T  10-1-2-e

59.    Player B takes a free kick just outside his own penalty area and passes back to the goalkeeper, who misplays the pass but does

        not touch the ball, and the ball goes directly into the goal. The referee shall award a goal.  F  10-1-3-c

60.    On a direct free kick, a player from Team A plays the ball back to a teammate, but it goes directly into his own goal. The goal

         for Team B is not allowed and the referee orders a corner kick to Team B. This is the correct procedure.  T  10-1-3-c

 

Offside (Rule 11)

61.    Team A has 10 players at midfield. Player B4 kicks the ball from his own penalty area downfield. B2 races from his own half of

         the field and receives the ball just outside Team A's penalty area. The referee shall penalize B2 for being offside.  F  11-1-1-a

62.    Player A is moving up field and is even with the second-to-last defender. The referee shall declare Player A to be offside.

         F  11-1-1-b 

63.    Player A2 sees teammate A3 running toward him from behind all of Team B's defenders, except the goalkeeper. A2 passes the

         ball to A3. The referee shall penalize A3 for being offside.  T  11-1-1; Diag. #5

64.    A player cannot be offside if he/she receives the ball directly from a corner kick.  T  11-1-2

65.    Player B4 is taking a throw-in near Team A's goal. Just as B4 releases the ball, all of Team A's players run forward, leaving B2

        alone just in front of the goal when she receives the ball. B2 shoots and scores. The referee shall allow the goal.  T  1-1-2

66.    Player A of the attacking team, is clearly in an offside position when her teammate delivers the ball to her with a throw-in. She

        collects the ball and kicks it in the goal. The referee should award an indirect free kick to Team B.  F  11-1-2

67.    At the moment the ball is played by A4, teammate A2 runs from an offside position behind the defense of Team B, but at the

         time she receives the ball, is in an onside position. The referee should call an offside.  T  11-1-3; Diag. #5

68.    The referee reminds the assistant referee that offside is to be judged at the moment the ball is passed from a player to a

         teammate who attempts to play the ball and is in an offside position. This is a correct statement.  T  11-1-3; Diag. #6

 

Fouls and Misconduct (Rule 12)

69.   Defender A2 attempts to clear the ball in a crowded goalmouth, but the ball unintentionally strikes opposing Player B2 on the

        arm. The ball drops to B2's feet, who shoots and scores. The referee shall allow the goal.  T  12-2-1

70.   Placing a hand on an opponent is always a foul.    F  12-3-1

71.   With the ball in playing distance, Player A makes non-violent, shoulder-to-shoulder contact with Player B. The referee makes no

        call. This is correct procedure.  T  12-4-1

72.    The correct penalty for obstruction is a direct free kick.  F  12-5-1

73.    Goalkeeper A makes a diving stop of a shot and holds the ball. The referee immediately begins his six-second count for the

         keeper to release the ball even though the keeper is still lying prone on the ground.  F  12-7-1

74.    A throw-in by Player A goes directly to her own goalkeeper, who catches it with her hands. The referee allows the play. 

         F  12-7-4

75.    Player B4 is guilty of faking an injury. The referee will award an indirect free kick to Team A at the spot of the infraction. 

        T  12-8-1-f-8

76.    Player A3 receives a caution from the referee in Team B's penalty area. Team B has the ball at midfield, starting to attack Team

        A's goal. The ball will be put in play at the spot of the infraction.  T  12-8-1 Penalty

77.   Striker A3 deliberately fists the ball from outside the goal area into Team B's goal. The goal is disallowed and Team B is awarded

        a direct free kick from the spot of the foul. A3 will receive a caution for a deliberate tactical foul. 78. A coach or bench personnel

        can be shown a yellow/red card for misconduct.  T  12-8-1-f-7

79.    Player A scores a goal. As he runs back up the field, he pulls his jersey off and waves it over his head. The referee shall verbally

        warn the player but shall not disqualify him.  F  12-8-2

80.    Player A3 receives a second caution from the referee. The opposing team is awarded an indirect free kick from the spot where

        the ball was at the time of the infraction.  F  12-8-2-b Penalty

81.    Spitting at an opponent will result in a disqualification and the restart will be a direct free kick from the spot of the infraction,

        unless the game has been stopped for some other reason calling for a restart.  T  12-8-3

82.    Taunting is a disqualification, and the number of players on the field must be reduced.  T  12-8-3-b

83.    The first half ends. As the players are leaving the field, a player from Team A strikes a player from Team B and is disqualified

         for violent conduct. Team A may field 11 players starting the second half.  T  PR 12-8-3 Sit F

84.    Use of a word or act to degrade an opposing player is penalized with a yellow card.  F  12-8-3-b

 

Free Kick (Rule 13)

85.    The ball enters the goal directly from an indirect free kick. The referee shall allow the goal.  F  3-1-1; 10-1-3

86.    All free kicks, with the exception of penalty kicks, may be taken in any direction.  F  13-1-2

87.    Player B, standing on the opponent's goal area line, is declared offside. The referee shall allow Team A to restart with a free

         kick from anywhere in the goal area.  T  13-1-3

88.        Player A2 takes a free kick that hits a corner flag and rebounds directly back to A2, who shoots and scores. The referee shall

         allow the goal.  F  13-3-3


Penalty Kick (Rule 14)

89.    Players from both teams encroach on a penalty kick. The kicker shoots and misses high over the goal. The referee shall order

        the kick to be retaken. This is correct procedure.  T  14-1-3 Penalty; PK Situations, p. 62

90.     If a penalty kick is taken after the expiration of time, the ball is in play until its momentum has been spent, goes out of play or

        is touched a second time by the kicker.  T  14-1-6

Throw-In (Rule 15)

91.    Player A2 is preparing to take a throw-in. Opponent B2 stands on the field about one foot away from A2. A2 moves to one side  

         and throws the ball into play. The referee orders Team A to retake the throw.  F  PR 15-1-3 Sit

92.    Player A is preparing to take a throw-in. Opponent B attempts to interfere and impede the actions of the thrower. The official

         shall administer a caution for unsporting conduct. This is correct procedure.  T  15-1-3; 15-1-3 Penalty; PR 15-1-3 Sit.

 

Goal Kick (Rule 16)

93.    Team A takes a shot on goal, which deflects off the referee and goes across the goal line just to the right of the goal. The referee

         shall award a goal kick to Team B.  T  16-1-1; 9-1-2b

94.    During a goal kick, only the kicker and the goalkeeper are permitted to be in the penalty area.  F  16-1-2

95.    The goalkeeper takes a goal kick and passes the ball to a teammate, who receives the ball directly within the arc at the top of the

         penalty area. The referee shall order the kick to be retaken.  F  16-1-4

 

Corner Kick (Rule 17)

96.    On a corner kick, defending players must be 10 yards from the corner flag, not the ball.  F  17-1-2

97.    The defending team knocks the ball across the goal line near the corner flag. Because the corner area on that side of the field

         is very muddy, the referee shall permit the attacking team to take the corner kick from the right side of the field.  F  17-1-3

98.    Player A2 takes a corner kick that hits the goal post and rebounds back to A2, who then kicks the ball into the goal. The referee

         allows the goal.  F  17-1-5; 13-3-3

 

Signal Chart

99.    To indicate that the clock should start after the kickoff, the referee uses a clockwise, wind-up motion.   T  Signal Chart

100.  The correct signal for obstruction is to place the palms of both hands on the chest.  T  Signal Chart
